Young tells more about plans for Conference. Young says that the plan for Annual Conference to have power to suspend enactments of General Conference and try appeals could do no harm. Be he still thinks the rule should be added to --- the privilege of calling an extra session of General Conference is the safest measure. Do as little legislating as possible, says Young.
